Maybe, but politics on both sides of the aisle might prevent that. Both Republicans and Democrats are dirty with Enron, for example. Because its an election year, each side is more interested in showing that the other was dirty than in solving the problem.

Proving criminal fraud requires proof of knowledge, which requires that those involved squeal on each other in many instances. Doesn't always happen, and definitely takes a while. How long were the Adelphia execs under investigation?
