"Buried in the fine print of the election-year farm bill (H.R. 2646) that cleared Congress last week
are provisions that strike troubling blows against the First Amendment.

A little-noticed section of the bill would bar journalists from keeping track of outlays for
many taxpayer-funded conservation programs. That’s because the measure designates the
subsidies to be doled out to farmers that sign up for these programs as proprietary information.


In the past, reporters with access to farm subsidy data have brought to light repeated cases of fraud
in the application process. But under this legislation, they’ll no longer be able to do so.

The records to be sealed have also pointed out major disparities in the distribution of federal farm
grants."
