we could have an inclusive educational system that does not disrupt the learning of the average students. The rub is where to we put the behaviorally-disordered students.

That makes sense to me.

The change in education that his occurred since I was a student is totally outside my experience. The main concern I have about the integration of special needs students is the potential for regular students to demand accommodation for "needs" over which they should instead be sucking it up. I keep reading about how many kids are now "special."
