I take it you are talking about Article 1 Section 8 clause 1 :
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
Our founding fathers did not see it this way.

Unfortunely, socialists do use those words in a literal and unlimited sense.(i.e Social Security, Prescription drugs, Hillary care, etc...) They want cradle to grave care by the government, which helps to destroy our freedoms and enslave us.
