Welfare: The state of being or doing well; condition of health, happiness and comfort; well-being; prosperity. (Webster's New World Dictionary)

I see "health" mentioned in the definition, but not "interstate highways."

Oh, by the way, both political parties desire to further socialize the health-care industry. It's just a matter of degree. How come? Because people with gray hair carry a lot of political clout. They vote.
