I think it was Churchill that said, "War is too important to be left to the the Generals." Lincoln certainly knew that, and so did Roosevelt. To the extent that the Gulf War was "left to the Generals" they went for an overkill, and Powell, as CJCS, is the one most responsible for not taking out Saddam.

You hire Generals to do "the invading and fighting". You hire politicians to make the judgement as to whom and when and where we fight.
