explicitly political. Is it better to be : Explicitly political. OR Covertly political. At least explicitly indicates truthfulness. Covertly indicates secretiveness. Perhaps the best thing that could happen is that each paper or other media, teach their version of the word "Propaganda" Maybe then, there would be some truthfulness to the word "news"..
