If you have a low cost of capital, lots of it, know the business or are already in the business, and are patient, this can be a very good time to buy assets. It's a buyers market. There are a bunch of unfinished plants on fire-sale. 3-5 years from now the energy crunch returns (assuming the economy returns to historic trajectory). If it weren't for PUHCA, this would be the time to assemble the Super Bowl Utility for the next generation. IMHO
