Strategia's business plan depends on "piggyback" contracts. From
the SEC 10-K: "The Company intends to execute most conversion
projects through arrangements with third party conversion specialists".
STGI has been in the disaster planning and recovery business for
many years, so their testing capabilities should be well established
and recognized by now. Strategia company representatives claim
it has taken years to develop and validate the software, testing
methods, and routines as well as accrue the test planning experience
needed to run a viable testing business.

Your point about cash rich tool vendors looking for a place to spend
their money is a good one. I think they'll be overwhelmed with high-
margin software business for the next couple of years and looking to
build post-Y2K alliances, however. The testing business requires a
significant investment in real estate and expensive equipment, an
infrastructure I'm not sure the software folks want to build and
maintain. For example, STGI's new facility in Shelbyville, KY is
30,000 feet of raised-floor space with several large IBM mainframes
and peripheral equipment.

The issue of exactly what cash-rich software companies will do with
their new treasure is one which has not received much discussion.
If the experts on these SI boards can figure that out, there are even
more profits to be made.
