Yes, teachers are supposed to do it, but as you note, not all (translate: few) actually do. Not necessarily because they have bad intentions, but a) how much planning time do elementary teachers get (our school counts the 20 minute morning recess as planning time), how long does it take to plan a lesson that appeals to seven (is that the number your district uses? They range from about 4 to over 20 depending on which "expert" you listen to) learning styles/intelligences, and some teachers are simply incapable of understanding some of the learning styles themselves, so how can they teach good lessons for students who learn that way even if they had the time and interest? It's like asking a color blind person to teach painting or a tone deaf person music.
