The cap gains roll back was simply the government correcting past stupidity. You have to ask yourself why the government was taxing the gain in the first place. It seemed to me a large part of anyone's cap gain on a home sale was inflation to begin with. That and the ridiculous part about how you couldn't roll over your gain from one house to the next unless you were buying a more expensive home or you were 65 and taking your one time exclusion. It punished anyone who decided to downsize.
