SAP has their own product ITS. Oracle being either #1 or #2 ERP will ship 9as for free so theres some penetration... SEBL, I don't know- they ship their product on an Oracle engine why not bundle the app server?

Having to OEM weblogic as well as Oracle in these middleware apps is just too much of a compatibility nightmare, not to mention the licensing issues, imo. If I were doing a middleware app for DB2 though, I'd certainly prefer the IBM offerings.
