BUSH ALLOWS FRAUDS TO WORK FOR FEDS

I'm wondering if you or anyone filed the news item about Bush issuing an Executive Order that rescinded the restriction on the Federal Government hiring corporations that engage in fraud.
The pertinent case is Halliburton, which was fined $2 Million for a swindle of the DoD in a California facility in a case where their Brown & Root subsidiary performed about $125,000 worth of contract work over 4 years, ending during Cheney's CEO days in 1998, while billing the government $750,000.
Bill Clinton, as far as I know, issued the Executive Order which precluded the government from contracting with crooks. Dubya rescinded the order, and a short time later we got the news about Halliburton being given a sweetheart contract by Tom White's U.S. Army unit of the Bush Crime Family for the term of 10 years, without any bounds on costs or profits. Of course, it was awarded without competitive bidding....
