What people should be asking--and are, appropriately, I think--is "what are the costs and benefits of different courses of action, and how do they compare to each other?"

Actually, before you can get to the comparative risk/benefit analysis you need to ask (at least) two
questions:

- what is the intended outcome;

- survey the landscape asking what are the obstacles in the way of the outcome? and what are my advantages?

In some of the debate here and I suspect in the Pentagon and the White House stems from a disagreement about the answer to these questions.
