whereas in the past we knew enough to keep those manipulations covert.

One has to wonder if Mr Rumsfeld and the administration would have any chance of making a case of attacking Iraq if Sept 11 had not happened, even as, after a good college try, our leadership has not been able to establish even the remotest connection between the two.
