This has been tried and has failed. Do you remember Colin Powell's "smart sanctions" campaign of last year? Maybe they need to be smarter, or maybe stronger. I wouldn't be so quick to declare that it is impossible to impose effective sanctions or to effectively contain Iraq. I realize that a lot of people like the idea of war; it is no fun carrying a big stick if you don't get to whack somebody with it now and then. I really don't get the sense that there has been any serious consideration of the full range of possible options and consequences in this case, though, and that seems to me to be a bad sign.
