I got the impression that Clinton was trying to say that the Somalia intervention was one that he inherited, and that since he didn't blame his predecessor when it went bad on him, his successors shouldn't blame him when the economy they inherited from him went bad on them.

A whiny point, poorly expressed, and pretty lame as well; the situations are in no way analogous. But I don't see either version as being more lame than the other (both are pretty lame).

Cuts in quotations, especially on wire service material, where space is at a premium, almost always occur when the speaker's redundancy or irrelevance has left easy room for reduction.
