possibly, but momentum doesn't always have to start out quick. as long as we keep making moves lower and consolidating then momentum wil pick up by itself after a while.

Imagine an extreme situation where you have an ending diagonal with lots of overlapping waves finishing a trend which is then followed by a leading diagonal with lots of overlapping waves to start a new trend. Back to back diagonals like that can look like a real slow rollover, especially if they occur on a daily chart.
