He let millions starve, even though sanctions only prohibit him from purchasing products with military uses. And what makes you think that, as soon as he deploys nuclear weapons, that he would be attacked with nukes? Did you know that before Egypt and Syria attacked Israel in 1973, they were warned by the Soviets that Israel had the bomb? Did you know that a reason that Israel did not use the bomb during the 73 war (as they were being overrun), was because the United States promised Israel anything they wanted in conventional arms and began a massive arms airlift? My understanding is that the reason Egypt and Syria attacked in 73 to save face for losing the 67 war.
