I agree but the wording in question takes any teeth out of it.

"Do you make all the decisions at your business? "

No but I sign my tax return which states I am confirming its accuracy. It is up to me to be certain that delegated jobs are done correctly either through oversight or through the hiring of honest and trustworthy employees.

I was not aware of it is not an excuse.
