If you look at Warren Buffets investments in pipelines and communications companies lately it is investments where the risk can be covered or in the case of Williams he is adding to his pipeline empire for pennies on the dollar. His loan to Level Three was easily risk free as he could short the stock to cover his loan. I would also assume the contract included first nibs on assets prior to the bond holders. He is doing exactly what Soros does - takes no risk and has a high probability of making above market rates on his investment or is buying assets at distressed prices. This is what happens to a value investor as he/she has cash when everyone else has none to buy when assets are cheap and loan when no one else is liquid.
