You've never had a dishonest employee? No one has ever cut corners? No one has ever broken policy?

Now imagine somebody you hire hires somebody who hires somebody who hires somebody who hires somebody, and that final somebody books a phantom sale to get bonuses or commissions before he resigns.

We're talking about 1000 biggest companies in America. There is no way the CEO and CFO can swear that everyone working for them is following the law. They can only set policy and enforce it. You know this.
