You aparently haven't worked for a big company. That's simply not reality. People are people and they come with all kinds of values, standards and baggage that pedispose them to screwing up when stressed. Some are just plain liars who get thru.

You've never had a dishonest employee? No one has ever cut corners? No one has ever broken policy? No one has ever taken anything or lied to you?

Imagine somebody you trust completely hires a bunch of somebodies who hire somebodies who hire somebodies who hire somebodies, and one final somebody books a phantom sale to get bonuses or commissions before he resigns. Or covers up a big mistake.

We're talking about 1000 biggest companies in America. There is no way the CEO and CFO can swear that everyone working for them is following the law. That's unknowable. They can only set policy and enforce it. You know this.
