Both Iraq and Iran have had ample opportunities to provide terrorist groups access to sophisticated weapons to harass Israel. And yet, neither country has opted to choose so and continue to provide only simple conventional means. Why, Nadine?

Iran has provided Hizbullah with very sophisticated conventional arms; there is nothing simple about their long range missile lines. They give them about $100 million a year, this is not chicken feed. Iran does not have WMDs to give them that I know of, so there is a simple answer to your question in this case.

Saddam does have bioweapons. We do have intelligence reports coming out that Saddam is giving bioweapons to the Pals in addition to the $20 million he has already spent on "shaheed" families. All we know for sure is that the Pals have not tried to use such weapons - yet.

Anthrax spores can be readily identified, categorized, and graded to suggest a possible origin of manufacture.

Why should that deter Saddam? He's already openly paying the suicide bomber families. You put too much emphasis on what is merely a difference of method in how he choses to pay Palestinians to kill Israelis. The very breathing space that the US is giving him by arguing about the war will just give him space to gather more kudos in the Arab world, by killing bunches of Israelis.
