Respectfully, I disagree with a number of points in your post. (Caveat: I have no diplomatic experience. My wife will certainly vouch for that.)

1. "The U.S., particularly because of its support of virtually every action taken by Israel, is not in a position to get support from Iraq's Arab neighbors for a military action." Do you really think it's our support for Israel that prevents Iraq's neighbors from providing assistance in a possible conflict with Iraq? I don't.

2. "However, the kind of money it would take to support a successful military operation (in excess of $90 billion) could be used more effectively in non-military pursuits designed to win over the entire Muslim population." Iraq's neighbors are un-elected dictators who rule by force and who are using radical Islam and terror to attempt to destroy the modern world. They are third world losers destined to remain that way or likely face genocide at the hands of other Arabs like the Palestinians did in Lebanon and Jordan, when the Israelis kick them out of Israel.

Maybe I'm naive but this isn't about "political payoff". These psychos killed 3000 of us and a greater percentage of Israelis. Also, we're not talking jungles, here. This dustup will be more like Iraq I than it will be Vietnam. Remember the vaunted Republican Guard in Iraq I? Do you think Saddam's people love him and will fight and die for him if they are convinced he will not be successful?
