Well, one thing you definitely do do is start higher than the cost to roll out GSM. There may be a lot of uncertainty about how much higher but it is clearly absurd to assume something cheaper than a GSM roll out. Are you really proposing that just because something has uncertainty that any number at all is as good as any other?

As for the European bidding for 3G, I never claimed it wasn't a tax, only that the bidders get to choose how much they want to pay. They were stupid enough to pay too much - that was their problem. Each and every one of them had the right not to bid. Imagine how cheaply someone could pick up that unused spectrum in Germany now. To paraphrase Churchill, 'Bidding for spectrum is a really lousy system, but it is the best system available.'. You have never proposed an alternate system for allocating a limited public resource with maximum return to the owners (the public) i.e. without crony-ism.
