to me, it indicates that QCOM has further weakness ahead. But I wouldn't jump into a short here. And this is me personally, but I would wait for a bounce to 24.50-24.75 and then I would short. That is based on the current setup. That could change. If QCOM decides to drop like a rock...oh well, that one got away. I like to establish my short positions on a bounce, not the drop. (Just like I prefer to enter my long positions on the pullbacks, not the breakouts).
