Glen, I hear that people bring mostly-eaten steaks back to Kroger, demanding a refund because the meat was too tough. Would you conclude from that that "people are unethical" or that "there are unethical people"? There's a big difference.

PS: I would conclude that there are unethical people who are completely devoid of shame and self respect. I might also conclude that the economic concept of a "free rider" is clearly valid. But I would not conclude that this is a general problem, a symptom of eroding ethics in society generally or even evidence that the returns policy of Kroger is a bad policy.
