Neo, I also think that we make too much of intent when assessing responsibility and I don't think that is healthy. If you cause something to happen, you're responsible. Period. All the rest of is is just excuse making. Excuse making is a very slippery slope with no end in sight and a lot of controversy over which excuses are good excuses. I opt for no excuses. If we're going to execute people, I see no reason not to execute the mentally retarded.
