Note that the FAS site listed has 385 Terrorist Groups ...Many are Iraqi.....

Please note also that Butler said: "But I have seen no evidence of Iraq providing WMD to non-Iraqi terrorist groups."

That means Iraq could have provided WMD to "Iraqi terrorist groups." With at least 385 such groups to choose from....take your pick.
