Doubling the amount people can put in their 401s at this point will do little. Consider I've had about ten people tell me in the last few months they stopped putting money in their 401s because the market sucks and several tell me they are withdrawing what's in there despite the penalties. So doubling the amount will do nothing unless the market turns around. Couple it with a trend change and you have some powerful speculative action. Trouble is, no one knows what the market will do in the future.
