I tend to prefer giving the money to the state- which I hope will increase public service announcements regarding poisons, staff poison control phone lines, and pay emergency room staff to treat the uninsured. I do not believe in windfall payments for stupidity to individuals- but I do think it necessary to spread out the pain (for example the "stupid" tax, on Drano) to provide a safety net for the stupid. Some people DO need a paternalistic state, and for the rest of us who don't, there is private insurance, private health care, and so on. I envision a good system as bifurcated enough to serve both the cautious and the stupid- without providing a lottery for idiots.
