One point I definitely agree with you on is the payments to the "state."

(The "state" preferably being more that just government). I have long had this idea myself. For instance, in the case of the young men abused by priests, I would have more respect for their positions if they were insisting that the Catholic Church be compelled to make a huge donation to some charity. And in the case of someone like Rodney King -- let's face it, a relative low-life up to the time the police beat him up -- give the millions to some worthy black cause instead of turning RK into a multi-millionaire and encouraging other street kids to figure out some way to provoke a beating by the cops so they get can get their share.
