If Bush can tie Iraq to 9/11 then he already has congressional approval. Congress approved 'all measures' against the people and nations behind the attack on the US.

I completely agree, Paul. But he can't do it simply by saying it is so. He could have made that assertion and we would all have believed him in the months right after 9-11. But now there has been so much discussion, the general gist of which is that there is no evidential link, that they will need new and quite strong evidence to make that case.

I rather think the case they will attempt to make is the wmd one; he is a dangerous guy; and quite capable of letting Al Qaeda or groups like them use it against the US. Thus, we need a preemptive attack to head that off, or so goes the argument.

How that will play in the general population is anyone's guess. With the Dems no longer playing the role of the loyal opposition, it might work. But if the economy and stock market either stay in the doldrums or go further south, they will be ever so slightly more emboldened, and the general population ever so slightly more skeptical.

Right now I suspect them of trying to use Iraq to influence the November elections. Rove is good at precisely this sort of thing. Note the way he handled the anti-choice measure Bush signed by seeing that it got buried from the general news cycle by the miners' story but can be used to get the base out (observation stolen from the Notes on ABCNews.com.)
