This is all about distracting us (the American public) from the fact that while Mohammed Atta and his disciples (who by the way broke no rules at all before they got on the planes on 9/11) were going about their business of killing 3,000 Americans, the so-called security agencies had more than enough information to stop them if they hadn't all been too busy playing Washington circle-jerk.

So, because they phucked up, we the flying public are now the enemy.
