Daily Brickbat Absurd news bites, served fresh every day. By Charles Oliver D.A.R.E. to Lie, Cheat, and Steal (8/7) Roy A. Willoughby, the former head of Pennsylvania's Drug Abuse Resistance Education (D.A.R.E.) program, has been charged with stealing more than $80,000 from the organization and using his position to obtain free booze , food, and lodging worth $32,000 from an area hotel. The money was stolen from grants to the Pennsylvania D.A.R.E. Officers Association that Willoughby helped procure in his position as crime-prevention manager of the Pennsylvania Commission on Crime and Delinquency, according to the 33-count warrant. Willoughby was named to that position despite a felony record for burglary and theft and three drunk-driving convictions.
