In a tiny step on the road to normalcy, Congress gave the president the "fast track" trade negotiation authority the chief executive has lacked since 1994.

I love these little refrains. They don't then add what happened in 94. I seem to recall, but I could be wrong, that (a) the Republicans took control of Congress, and (b) Clinton wanted but could not get fast track authority.

Hmm, wonder what that all means!!
