Even a child knows the difference between meaning something and not meaning it.

Yes, he does, and it's an important distinction for many reasons. But the child also has to learn the difference between causing something and not causing it. The damage is the same whether you mean it or not. If the child breaks a priceless memento on purpose or by skateboarding in the living room, the memento is broken and the child is responsible. We can't let him think he's off the hook because he didn't break it on purpose, or, even worse, that it cannot be proven that he broke it on purpose.
