I asked the question in my original post whether a President could do this, which is a shocking thought. Changing the majority is not voting on legislation. I have seen no proposal to prevent a similar occurrence from happening. Bribery has always been a concern regarding votes, but could even the majority itself be sold by an unscrupulous individual? * * *
