There has been an opprobrium attached to their use for quite a while. This was partly self-interest on the part of the nuclear powers and partly recognition that more use was likely to beget more use. If the US uses them again, it will hardly be in a position to tell other nations, such as Pakistan and India or Israel and the Arab nations, not to.

And you'd better think about the reaction of the rest of the world to this. The European Union is likely to decide that they really do have a crazy cowboy on their hands and they have to do something. It could almost instantly result in the creation of a real central gov't for Europe. And now we're not talking about a bunch of ignorant ragheads here. The Europeans are civilized, educated, and industrious. The US did not pass them until a bit over half a century ago. They still put up pretty good economic competition for the US in many areas. They are likely to go for that European army they have been talking about. And arm it with nukes.

In the "politics makes strange bedfellows" category, how about an alliance of Europe and China to balance US power?
