It would have been well beyond the UN mandate. Further, it would have caused the immediate collapse of the coalition, on which we were then dependent for enforcing the terms of the ceasefire.

Finally, had Bush done so, the liberals would have skewered him politically making "Read My Lips" fade into obscurity as an insignficant remark.
