It might also come from weakness, a need to pander to popular feeling, a need to prove yourself as strong as Saddam by standing up to the enemy, in this case, us.

In short, the same sort of reasons that caused Syria to repeatedly provoke Israel in the spring of 1967. Strong reasons, but not rational ones. Bashar Assad does not have his father's shrewdness, that is plain.
