It seems to me that if the birth mother, regardless of age, has made no effort to conceal the pregnancy and has made reasonable (non-public)attempts to locate and notify the father, then the law should remove his parental rights a priori, where adoption procedures are indicated.

and there should be no need to and the birth father was too uninvolved to notice.
