And who can measure the law's impact on aspects of our life......like the welfare rolls and getting those costs reduced

Very minor in terms of welfare rolls. Most of the benefit is from people well above the welfare level, moving to a slightly higher level. In the meantime you entrench formal discrimination and racial distinctions, in some cases violate peoples freedom of association, and move away from the principal of hiring the best person for the job; while also casting some doubt on the abilities of some successful minorities, often unfairly but fair or not it creates a bad environment.
