History proves that nukes are useless, as far as taking over other countries.

Conventional nukes, for sure. Not sure exactly what a tact nuke is, or if they even exist, but based on what I have read here and there, a tact nuke takes out people but leaves the topography intact, and even liveable.

If so, they sound like just the thing, provided you don't give a flip about world opinion.
