Yes, I remember those arguments. The funny thing about "enhanced radiation weapons", as I believe they were formally named, is that I doubt they were really as clean as they were made out to be. Compared to, say, the currently popular scaremongering over hypothetical "dirty bombs", I imagine even the cleanest neutron bomb would likely leave enough radioactivity to make any "dirty" bomb look pretty hygienic.
