I think it worth noting that in cases involving white collar crime, deterrence has a force that it does not have in many other forms of crime. The executive contemplating fraud, we can reasonably assume, is much more likely to go through a basic risk/benefit analysis before proceeding than the average street criminal. From this perspective, harsher sentences for white collar criminals would probably make sense.
