I am not an accountant, but I would say that we should incur debt for capital expenditures, as is done in business, and that whatever the rule is for acceptable debt accumulation in the corporate world should be a tentative benchmark for government indebtedness. In certain instances, it would be financially unwise either to charge more for a product, or to divert all profits into expenditure (thus affecting share price), and the best thing is to borrow. In the same way, it sometimes makes more financial sense for the government to borrow.....
