True advances in science can add further cost to the bottom line figures of any department's budget. There is however something to be said for a budgeting plan for the growth in each department. Also, trimming the waste is a necessity and it is performed so infrequently (if at all) on the federal level. More authority that allows personnel movement to different departments would cut costs by moving instead of hiring new employees for each department. It may rotate personnel instead of stagnate employees in jobs which may no longer have the workload they once had. The union will hate that idea.
