He will withdraw all of his troops into the cities to fight door-to-door. Remember, he thinks he is the second coming of Nebuchadnezzar and will do anything in a 'last stand' scenario. Troops would be positioned within civilian homes and the world outrage would be 100 fold that of the Afghanistan bombings.
